The Government has just announced proposed measures to ban wheel clamping on private land across England and Wales. Capital Carpark Control welcomes legislation regulating companies that provide wheel clamping services on private land and as a member of the British Parking Association (BPA) and the Approved Operator Scheme (AOS), adheres to the code of practice relating to clamping activities which include a cap of clamp release fees, towing charges and even sets out the requirements of behaviour which should be expected by any reputable parking management company.
Together with the BPA, Capital Carpark Control is strongly committed to driving "cowboy/rogue" clampers out of the industry and will be working hard with the government to achieve this.
We understand that unless you are a member of the British Parking Association, there is an opportunity to allow standards to slip and even allows those to make up there own rules but being a member of the BPA sets clear standards for everyone to understand. Standards include capped prices, requirements referring to signage that is accepted, staff presentation and vehicles which display clear company details etc.

Depending on continued talks with the government and until a set date is provided we will continue to manage our clients land either through our continued legislated clamping on land that requires it, meeting the BPA/AOS standards or the issuing of Parking Charge Notices (PCN's).
From May 2005, it has become a legal requirement that those who carry out clamping duties on private property are to carry and clearly display there SIA Licence issued by the Security Industry Authority.
Capital Carpark Control has welcomed the licensing of our staff, as not only does it improve standards throughout the industry but our staff are proud to carry such a licence while carrying out there enforcement operations.
Every member of staff who carry a SIA licence have undergone external training to nationally approved standards in all legal aspects of there jobs, including parking enforcement operations, health and safety including conflict management Btec Level 2 standard.
They have attended and passed exams produced by national examining bodies and have also undergone identity and criminal record checks to determine there suitability for the positions they occupy. Therefore, proudly wear there licences whenever on duty. Not only does this show there achievement but it advertises to the public that they are an official operator.
If you as a client, engage a contractor who operates without the necessary licenses, you could find yourself liable for any illegal wheel clamping that is carried out on your behalf. This carry’s either a £5000 fine and/or 6 months imprisonment.
We advise that you ensure your contractor fully complies with the legal requirements as Capital Carpark Control does.
